An ITV Wales investigation has uncovered more than 150 establishments across Wales displaying the wrong rating or not showing a notice at all.
One restaurant said their food hygiene rating was 5 when it was in fact 2.
ITV Wales spoke to a lawyer who said this fraudulent behaviour was "absolutely shocking."
Cardiff Council said in a statement said: "A number of businesses have been visited recently, following enquiries about their true Food Hygiene Rating. The appropriate action has been taken on a case-by-case basis."
