Acting head of FEMA makes first visit to flood-ravaged Texas

Acting FEMA Administrator David Richardson visited the Texas flood disaster zone on Saturday. Richardson did not respond to CNN’s Julia Vargas Jones when she tried to ask him about a New York Times report that FEMA struggled to answer nearly two-thirds of the calls into its disaster assistance line in the first two days of the floods.
