Delivering a speech at the Convention of the North, Deputy Prime Minister Angela Rayner says Labour is "on track to complete devolution in the North".
She says the North "will no longer be dictated to from Whitehall" and this change would be "irreversible".
Ms Rayner continues by says that this will end "the begging bowl culture and giving local leaders flexibility over their spending".
