Police in Vancouver, Canada, have confirmed that a 30-year-old man has killed at least nine, leaving several others injured by plowing into a crowd at a Filipino street festival with a car. Witnesses describe seeing a vehicle driving erratically before slamming into festival-goers. An investigation is underway.
