Border Patrol commander Greg Bovino says "poor choices" by Alex Pretti and Renee Good led to their fatal shootings by ICE agents.
"It goes back [to] choices," he told a news conference.
"When individuals make poor choices, poor decisions come into a law enforcement situation."
Mr Prettie and Ms Good were shot by agents during protests against Donald Trump’s immigration policies in Minneapolis.
