Cars were encased in ice on the streets of Detroit on Monday after floodwaters from a burst water pipe quickly froze.

Authorities said a water main that was built around 1930 broke in the southwest of the city. At least 54 adults, 22 children, and 12 pets were rescued, according to city officials.
“It looked like a white water rafting river. The water was just coming down so fast,” local resident Claudia Ortiz told The Associated Press on Wednesday.
“Everybody was so scared,” she added. “It was just crazy.”
