The home secretary Yvette Cooper has ordered a new statutory national inquiry into grooming gangs and how victims have been failed by the authorities.

It follows a rapid review led by Baroness Casey which found that questions around gangs’ ethnicity and race had been dodged for years – for fear of inflaming local tensions. Baroness Casey described it as a collective failure by the authorities.
Ms Cooper said that simply ignoring the data had allowed the criminality of a minority of men to marginalise whole communities.
