Youth Justice Minister Jake Richards told the Times that parents should be held accountable for their children’s behaviour, as well as being far more involved in efforts to turn young offenders away from further crime.
It follows a scathing review into the Southport killings which listed the "catastrophic failures" by Axel Rudakubana’s parents to stop the attack.
