The manager of a children’s home told a member of staff not to go to police about the abuse of a vulnerable teenager – unless she was seen being dragged into a car.
Fiona Goddard was groomed and repeatedly raped – she says by more than 50 men – during her time in three children’s homes in Bradford during the late 2000s. She became pregnant at 15.
Supervision records from one home seen by ITV News show that authorities knew Ms Goddard was "at a high level of risk from unknown males".
They note "concerns re Fiona Goddard being collected early [hours] of morning by unknown cars".
But documents also show the home’s policy was "not to report to police unless change in individual behaviour is a concern, or staff witness incident of concern re Fiona being dragged into a car".
Instead, the agreed action was only to record the registration numbers of cars picking her up.
