Fly-tippers who are found guilty of illegally dumping rubbish could soon have to pay to have their own vans crushed.
The government wants councils to destroy more of those vans that have been used to leave waste.
Ministers are also proposing that fly-tippers face up to five years in prison, although that would require a change in the law.
