Sir Richard Dearlove has told Sky News Putin sees Russia as being "at war" with the UK and is prepared to take "significant risks" in its surveillance and actions against Britain.
The former head of MI6 was speaking after the UK defence secretary warned Russian spy ship personnel shone lasers at RAF pilots who were monitoring the vessel just outside British waters.
Russia has denied the claims.
