Grant Shapps has been made defence secretary – his fifth Cabinet appointment in a year – replacing Ben Wallace who has resigned.
But the move has been greeted with scepticism by political opponents who suggest the prime minister is rewarding loyalty.
Whitehall sources told Sky News the move was "depressing".
