HS2 decision overshadows beginning of Conservative Party Conference

The Tories have reached Manchester for their party conference although it’s far from clear if High Speed Rail ever will.

Rishi Sunak refused to answer questions about the Manchester link, saying he would not comment on speculation.

He also would not commit to tax cuts before the election – despite pleas from senior backbenchers.
