Sky News understands that the northern leg of HS2 will be scrapped by the prime minister.
Chief executive of the Northern Powerhouse Partnership, Henri Murison, told Kay Burley: "This feels like this is a prime minister that says one thing and does another, as well as trying to trash Boris Johnson’s legacy."
