Electric motorbikes, souped up to reach speeds of 50 and even 70mph are causing havoc in communities across the country.

You might have seen them – tearing through towns, their riders often in balaclavas, riding illegally, two abreast.

The police say they want to do more to stop them – so why can’t they?
