Improved rail expected for millions in UK

The government will commit to a new rail link between Birmingham and Manchester, reviving HS2’s northern phase in all but name, ITV News understands.

Sources have told ITV News that it will come as part of a multi-billion-pound infrastructure investment in the long-delayed Northern Powerhouse Rail project, with the plans expected to be announced on Wednesday.
