But the sight of prisoners leaving jail early, some thanking Prime Minister Andy Burnham personally, has enraged victims and their families.
Probation officers have warned they may not have the resources to monitor all of them, while survivors of domestic abuse and violent crimes are fearful at the prospect of offenders being let back into the community.
The government defends the move as a necessary evil to tackle the crisis in prisons, but victims accuse him of making them pay the price. A price some fear they could pay with their life.
