In 2006, a group of British extremists planned to smuggle liquid explosives onto multiple transatlantic airliners and destroy them over the Atlantic. John Reid, the then home secretary, was under immense pressure from civil servants to raise the threat level to aviation and warn the public. But MI5 feared that doing so would alert the plotters that the security services were on to them – compromising the covert operation at the moment it mattered most.
