Justice secretary 'sorry' as PC Harper's killers could be released early: Watch ITV's Evening News

Justice Secretary Alex Norris has apologised to the family of PC Harper as two of his killers remain eligible for early release under new government exemptions.

Norris acknowledged on Tuesday that manslaughter charges would not be included in the exemption after the government announced that rape, serious child sex offences, and grooming would be exempt from early release.

• More tributes have been paid to the Scottish woman whose remains were found in a suitcase inside a derelict building in Athens.

• A dinghy carrying 157 migrants has capsized in the English Channel after its engine caught fire at sea. They were rescued from the water by French vessels aided by two British Border Security Command boats and a RLNI lifeboat, and are being taken to Boulogne-sur-Mer, French authorities said.

• Fifa’s chief of global football development, Arsene Wenger, said Gianni Infantino’s decision to withdraw from a plan to sell stakes in a World Cup company to private investors was "absolutely necessary and beyond question".

• Ariana Grande has said her decision to take a break from the spotlight was "not a reactive or impulsive thing" and has been planned for a long time.
