Sir Keir Starmer is set to launch the long-awaited Strategic Defence Review while on a visit in Scotland, and will pledge to put the military on a war footing.
The big announcement ahead of the launch of the roughly 130-150 page document is that the government will build 12 new nuclear-powered attack submarines.
But there are huge questions about whether the Treasury will provide the funding to deliver on the recommendations of this landmark review.
