Keir Starmer hinted at tax rises as he said the upcoming October budget would be ‘painful’, in his first major speech from No 10 since becoming prime minister. Speaking from the No 10 garden to about 50 members of the public who he met during the campaign, Starmer blamed the Conservatives’ legacy for what he called an economic and societal ‘black hole’ , and warned the public to expect more unpopular decisions in the near future
