Chancellor Rachel Reeves says she is "under no illusions" about the scale this government faces in fixing the economy.
"After 14 years of economic stagnation, we’re not going to be able to turn everything around in one month, or indeed in one budget."
She described the decision to means test the winter fuel payments as decisions she didn’t expect to make but is "absolutely right" in the current financial climate.
