For years the EU has been unable to find common ground on how to distribute asylum seekers across the bloc. Interior ministers from the EU are holding two days of talks in Spain for a fresh attempt to reach agreement on a migration deal. Almost two thousand people drowned trying to reach Europe by sea in the first half of this year.
