Sir Mark Rowley has stopped short of admitting that the force he overseas – the largest in the UK – is institutionally racist.
Sir Mark said rank-and-file officers were horrified by the exposé in which officers from Charing Cross Police station were recorded calling for immigrants to be shot and bragging about using violence against suspects.
