New ONS data suggests more than a million people who have never tried a cigarette are now vaping. People aged 25-34 have also become the most common age group for e-cigarette use.
New legislation to curtail smoking and vaping among young people is due to come into force next year.
According to the NHS, vaping is not completely harmless and the long-term effects are not yet clear, but it is less harmful than smoking. The NHS also advises non-smokers and people aged 17 and under should never vape.
