Yvette Cooper said she will lay an order before Parliament next week which, if passed, will make support for the protest group illegal.
It comes after two planes at RAF Brize Norton were vandalised by Palestine Action activists on Friday.
The incident is being investigated by counter-terror police.
Yvette Cooper branded the vandalism "disgraceful" and said the group had a "long history of unacceptable criminal damage".
