Four women who were part of a ‘survivors panel’ guiding a national inquiry into grooming gangs said they would only re-join the panel if Ms Phillips quit her post.
Two candidates to chair the inquiry withdrew from consideration, leaving the government searching for a leader who is acceptable to survivors.
