Speaking in the House of Commons, the prime minister described his visit to Grenfell Tower where he laid a wreath at the memorial wall to the victims of the fire.
He recounted walking down "that narrow staircase from the 23rd floor," saying he got a sense of how terrifying it must have been for the residents of the tower.
