Chancellor Rachel Reeves appeared to wipe away tears several times during PMQs.
A spokesman for the chancellor said the issue was a "personal matter", and Sir Keir Starmer’s spokesman said Ms Reeves had the prime minister’s full support.
Sam Coates, Sky’s deputy political editor, said it was a "really difficult watch".
He said: "It was unlike anything I’ve seen in PMQs before.
"It appears to me, and to the judgement of several other people at Sky, that Rachel Reeves was crying.
"She appeared at points to be holding in sobs, and she appeared at other points, all the way through Prime Minister’s Questions, to be wiping away tears.
"The political decisions of the last 24 hours appear potentially to be weighing very, very heavily on the chancellor."
