Russian asset debate: Why the reparations loan mechanism could be legal | DW News

EU leaders are meeting in Brussels for one of the bloc’s most fraught summits in years, dominated by how to keep funding Ukraine’s war effort. A key proposal would use more than €200 billion in frozen Russian assets to back loans for Kyiv, supported by Germany and several others, but opposed by Hungary and Belgium, with Italy uneasy. Beyond legal doubts over using money that still belongs to Russia under international law, some governments fear provoking Russian retaliation.
