"Our prisons are on the point of collapse," the new Justice Secretary Shabana Mahmood declared in July, blaming the last government for the dire crisis. Her urgent response was a plan to release thousands of prisoners early, with one caveat: those with convictions for sexual offences and serious violence would not be among them.

But with the scheme due to start next week, Channel 4 News has learned that some sex offenders will in fact be eligible for release – if they have a second or consecutive sentence for a lesser offence that qualifies them to walk free early.
