Sir Keir Starmer says he and his French counterpart Emmanuel Macron are exploring ways of breaking the business model of people smuggler gangs who bring migrants to the UK on small boats.
The two leaders were speaking ahead of a meeting where they are expected to thrash out details of a "one in, one out".
Under the scheme, the French would accept the return of those who illegally arrive in the UK in exchange for the UK accepting the same number of asylum seekers with a family connection in Britain.
