State Department spokesperson Tammy Bruce appeared caught off-guard by the news of the appointment of Secretary of State Marco Rubio as interim national security adviser after CNN’s Kylie Atwood informed her that President Trump had nominated Mike Waltz to be US ambassador to the United Nations.
