Senior defence officials have written a joint letter arguing there is a moral case for rearming Europe against the threat posed by Russia.
Air Chief Marshal Sir Richard Knighton, who is the head of Britain’s armed forces, and his German counterpart, General Carsten Breuer, said Russia’s threat posture had "shifted decisively westward".
