His news conference comes after a military transport plane crashed in the Belgorod region of Russia, with Moscow saying 65 prisoners of war and nine others were on board and accusing Ukraine of shooting it down.
Russian state news agency TASS reported the foreign ministry as saying the crash was a "barbaric act of terrorism".
