Environment Secretary Steve Reed has told Sky News "change is coming" to the water industry under the Labour government.
He said it was an "absolute disgrace" that record amounts of sewage was being pumped into rivers and lakes.
"This government has put in place three building blocks that will lead to that change," he said.
"The first one is we’ve reset the system, banning unfair bonuses, multi-million pound bonuses that the water bosses were paying themselves for overseeing this catastrophic failure and introducing new prison sentences for polluting water for bosses who break the law.”
