Government officials say they are exploring additional resources and support to enable Tel Aviv Maccabi fans to attend next month’s match against Aston Villa.
A spokesman said no one should be stopped from watching a football game "because of who they are".
A row erupted after police said they would ban Maccabi fans from coming to Birmingham citing safety concerns, but not detailing whose.
The Prime Minister and other party leaders called it the wrong decision.
