The United States is sending cluster munitions to Ukraine under an 800-million-dollar military-aid package. The weapons are banned by most countries, but not the US, Russia or Ukraine. Human-rights groups warn un-exploded cluster munitions can remain a risk to civilians for years. US President Joe Biden has defended the decision.
