It seems to have run out of money that it needs for modernizing its infrastructure and for achieving its climate targets.                                                                                             <\/p>\n<p>Germany likes to be seen as a global climate leader. It has plans to become carbon neutral in the next couple of decades. A plan that now looks farfetched.<\/p>\n<p>While other countries \u2013 like the US and China are investing heavily in their infrastructure \u2013 for a better future \u2013 Germany, on the other hand, is having to save money and cut costs.
