But it\u2019s also a highly diverse organization, and its members don\u2019t always share the same geopolitical goals. And when major divisions appear, the bloc appears stymied because of the need for motions to be carried unanimously. The Iran war is one such trigger, with Iran on the one side and two other countries with starkly different loyalties, Saudi Arabia and United Arab Emirates. And the conflict also has implications for other member states.
