It was once a popular place to relax but is now the only refuge from sweltering tents. But the sea offers little comfort. The water is thick with sewage and waste, the result of a collapsed infrastructure that once served a population of more than 2 million people.<\/p>\n<p>The impact of water shortages is compounded by the lack of sewage treatment facilities.
