Andy Burham has apologised to victims after the release of the Rochdale report, saying: ‘We are sorry you were so badly failed by a system that should have protected you.’

He thanked them for their courage in coming forward and said Manchester authorities must face up ‘fully and unflinchingly’ to what had happened in order to bring about the ‘whole-system culture change’ that was required. Burnham also spoke of an incident in which Greater Manchester police (GMP) secretly took the aborted foetus of a 13-year-old grooming victim in order to do a DNA test without telling the girl or her parents. He asked for the incident to be reviewed alongside GMP’s current practices and training arrangements.
