Emergency workers are searching through rubble in the worst-affected areas, particularly La Guaira state, while international rescue teams and aid are being deployed to support the response.
The 7.2 and 7.5 magnitude earthquakes have caused widespread destruction across Caracas and surrounding regions.
At least 164 people have been confirmed dead and nearly 1,000 left injured.
But authorities fear the death toll could rise significantly, as more than 24,000 people reported missing.
